Foreign Resident Registration

Foreigners who live in Japan for more than 90 days are required to register as foreign residents. Upon registration, foreign residents are entitled to a variety of government services, such as national health insurance and school education. This process is called gaikokjin toroku in Japanese.

To register, please go to the ward office for the ward in which you live. A map and contact information for all ward offices is available here. Anyone age 16 or older must apply in person. For minors under the age of 16, a household representative who lives with them may apply on their behalf. For more information, please contact your local ward office.

If you move to another city, you need to reregister in your new home.You also need to apply for a new card if yours is lost, stolen, or damaged. See below for more information.



Initial Registration (Shinki Toroku)
When to apply: Within 90 days of arrival in Japan.
Required documents:
- Passport
- Two passport-sized photographs (4.5 cm x 3.5 cm) taken from the shoulders up and showing your face. (Do not wear a hat, sunglasses, etc.) Photos must have taken within the last 6 months. Not required for applicants under age 16.

Your gaikokujin torokusho or Foreign Resident Registration Card (also called Alien Registration Card) will be issued about 3 weeks after you apply. You will have to come back to the Ward Office in person to pick up your card. You are required by law to carry this card on your person at all times.


When a Child is Born
When to apply: Within 60 days of birth.
Required documents:

- Birth certificate
- Passport (if you have one)



Renewal of Card (Kakunin Shinsei )
If you are age 16 or older:
When to apply
: You are required to apply for the renewal of your Foreign Resident Registration Card within 30 days of your fifth birthday after the initial registration, replacement, or reissuance of the card. The date of renewal is stated on your card, so please take note of it.
Required documents:

- Foreign Resident Registration Card
- Passport (if you have one)
- 2 passport-sized photos (See "Initial Registration")


If you will soon be or have just turned 16 years old:
When to apply
: You must apply for the renewal of your Foreign Resident Registration Card within 30 days of your 16th birthday.
Required documents: Same as above.



Reissuance of Card (Sai-kofu)
If your card gets misplaced or stolen, you must apply for the reissuance of a new one.
When to apply
: Within 14 days from the time you became aware of losing your card.
Required documents: Same as above. Minors under age 16 do not need photographs.



Replacement of Card (Hikikae-kofu)
If your card is damaged or dirty, you must apply for the reissuance of a new one and turn in the old one.
When to apply
: Within 14 days from the time you became aware of losing your card.
Required documents: Same as above. Minors under age 16 do not need photographs.


When Moving to Niigata City (Tennyu)
When you move to Niigata City, you are required to apply for a change of address.
When to apply
: Within 14 days after moving.
Required documents:
- Foreign Resident Registration Card
- National Health Insurance Card (if you have one)


When Changing Your Address within Niigata City (Tenkyo)
When you move within Niigata City, you are required to apply for a change of address.
When to apply
: Within 14 days after moving.
Required documents:
- Foreign Resident Registration Card
- National Health Insurance Card (if you have one)


When Moving Out of Niigata City (Tenshutsu)
When you move out of Niigata City, you are required to apply for a change of address at the alien/foreign resident registration counter of the city, town, or village office governing your new area of residence.
When to apply
: Within 14 days after moving.
Required document: Foreign Resident Registration Card
- National Health Insurance Card (if you have one)


Changing Your Registered Personal Information (Henko toroku)
If any of your personal information changes (other than address, for which you should follow the guidelines above), you should file an application at the ward office after completing any necessary procedures at your embassy and the Immigration Office.
When to apply: Within 14 days of changing your name, nationality, occupation, status of residence, period of stay, or change of name/address of your workplace. For any other changes, please notify the ward office.
Required documents:
- Foreign Resident Registration Card
- Documents providing evidence of the change



Certified Copy of Foreign Resident Registration
(Gaikokujin toroku genbyo kisai jiko shomeisho)
You can get a certified copy of your registration as a foreign resident at your ward office. The copy must be picked up in person by the applicant, an appointed person with a letter of proxy, or an immediate family member. There is a 300 yen charge per copy.
Required document: Form of personal identification
