Foreigners who live in Japan for more than 90 days are required to register as foreign residents. Upon registration, foreign residents are entitled to a variety of government services, such as national health insurance and school education. This process is called gaikokjin toroku in Japanese. To register, please go to the ward office for the ward in which you live. A map and contact information for all ward offices is available here. Anyone age 16 or older must apply in person. For minors under the age of 16, a household representative who lives with them may apply on their behalf. For more information, please contact your local ward office. If you move to another city, you need to reregister in your new home.You also need to apply for a new card if yours is lost, stolen, or damaged. See below for more information.
Required documents: - Passport - Two passport-sized photographs (4.5 cm x 3.5 cm) taken from the shoulders up and showing your face. (Do not wear a hat, sunglasses, etc.) Photos must have taken within the last 6 months. Not required for applicants under age 16. Your gaikokujin torokusho or Foreign Resident Registration Card (also called Alien Registration Card) will be issued about 3 weeks after you apply. You will have to come back to the Ward Office in person to pick up your card. You are required by law to carry this card on your person at all times.

When to apply: You are required to apply for the renewal of your Foreign Resident Registration Card within 30 days of your fifth birthday after the initial registration, replacement, or reissuance of the card. The date of renewal is stated on your card, so please take note of it. Required documents: - Foreign Resident Registration Card - Passport (if you have one) - 2 passport-sized photos (See "Initial Registration") If you will soon be or have just turned 16 years old: When to apply: You must apply for the renewal of your Foreign Resident Registration Card within 30 days of your 16th birthday.
