(1) Day Nurseries (hoikuen) Day nurseries provide care for infants and children whose parents work or are ill. The hours of operation for each nursery and the age at which children can be accepted differs. The monthly fee for day nurseries will be calculated by the city according to the amount of income tax paid by the family the previous year, the age of the child, and other factors. There is a slight fee reduction for families that have two or more children in day nurseries. Application: You may apply through the Public Health & Welfare Division of the ward office responsible for the area where the nursery is located, or you may contact the day nursery directly. The school year begins in April, and day nurseries begin taking applications in October of the previous year. Necessary Documents: These will vary depending on the family, but usually documents such as certificates of tax payment and parents' employment, medical certificate, and birth certificate are necessary. (2) Kindergartens (yochien) Children must be at least 3 years old to attend a kindergarten. Kindergartens are usually open for four hours a day, including lunchtime, although some kindergartens do not provide lunch on certain days of the week. In addition to an admission fee and monthly fee, you must also pay for learning materials, uniforms, lunches, and PTA fees. The number of meals offered a week and school bus service will differ from school to school and will affect the monthly fee for attendance. Some kindergartens, particularly private ones, offer programs in various subjects such as religion, physical education, music, and language. Fees for such programs will differ according to the school. Application: The school year for kindergartens begins in April. They begin taking applications in October of the previous year. Please apply directly to the kindergarten you wish to enroll your child in. A subsidy to help send children to municipal and private kindergartens is available for families in need of financial aid. (1) Elementary School and Junior High School The school year begins on April 1. Children who are 6 years old by this date enroll in elementary school, and children who are 12 years old enroll in junior high school. In the case of municipal elementary and junior high schools, the school your child will attend is determined by the location of your place of residence. Foreign children should apply to the City Office if they wish to attend a municipal elementary or junior high school. The child wishing to enroll must have finished his or her alien registration. The City Office will send a notice of admission to the family some time in January. The name of the school and the first day of classes will be written on this notice. Elementary and junior high school are tuition free, but guardians are required to pay expenses for lunch, school supplies, and school trips. However, when the guardians' yearly income is lower than a standard level designated by the City, these fees will be subsidized by the City. Please direct inquiries to the School Affairs Division at 025-226-3168 (2) Schools for Mentally and Physically Challenged Children There are a variety of schools for mentally and physically challenged children: school for the blind, school for the deaf, school for the physically challenged, and school for the mentally challenged. The school a child attends will depend on the type and degree of disability. Note that there are also classes at regular municipal elementary and junior high schools for children with certain conditions (such as hearing, visual or physical difficulties, and emotional and developmental problems). The City has a program to subsidize expenses for school lunches, school supplies, school trips, and transportation. (1) Children's Center/Children's Hall (Jido Sentaa/Jido-kan) Infants and elementary school children can enjoy physical exercise, reading, and handicrafts at a Children's Center. Many seasonal events are also offered, such as Sports Day, oyako no tsudoi (parents and children's party), and mochi-tsuki taikai (rice-cake making party). You can use these facilities free of charge, but a participation fee will be required to participate in some of the seasonal events. (2) Himawari Club (Himawari kurabu) The Himawari Club provides care for elementary school children (from first to third grade) whose guardians work and can not take care of them during the daytime. It seeks to foster the healthy growth of children through after-school play. There are 85 locations in Niigata City. Hours: Monday - Friday: From after school to 18:00 Saturdays and during spring, summer, and winter vacation: 9:00 - 18:00 Closed Sundays, holidays, and during New Year's. Fee: 6,900 yen per month. (Not including refreshment fee.) Depending on the family's income, a subsidy for this fee may be available.
