Health Insurance Payment Assistance

When registering at the Foreign Residents Registration Counter, foreign students planning to study in Japan for a year or longer will be given application materials for enrolling in National Health Insurance. In the case of illness or injury, those enrolled in the National Health Insurance are only required to pay a part of their medical bills. The rest will be covered by the National Health Insurance.

All foreign and Japanese residents are required to enroll in the National Health Insurance and pay a fee which varies according to their income. People who are not members of an insurance plan at their place of work must enroll in National Health Insurance. International students who are planning to stay in Japan for a year or longer must enroll in National Health Insurance.

If you did not receive your application materials or health insurance card after applying, please contact your local ward office.

The Niigata City International Exchange Foundation and the Niigata Volunteer Cente (NVC) have a program through which they will pay some of the insurance payments of foreign exchange students in the city. This assistance project is also supported by donations from a variety of groups and individuals.

Unfortunately, this assistance will not be paid as a subsidy every month, but rather as a reimbursement for the previous year's expenses.
